Job Opportunity: Punjab Education Initiatives Management Authority (PEIMA) Career Opportunity 2025
The Punjab Education Initiatives Management Authority (PEIMA) is an autonomous body working under the Government of Punjab. It is dedicated to improving the quality of education through Public-Private Partnership models across the province.
To support the upcoming recruitment drive for various key positions, PEIMA is seeking proposals from experienced testing/recruitment firms. The selected firm will be responsible for end-to-end recruitment testing services including ad design, application handling, shortlisting, test design, administration, marking, and final result compilation.
Available Positions to be Recruited Through the Firm
PEIMA plans to hire for the following posts under this recruitment process:

Deputy Directors (Various Domains: Academic, Finance, IT, HR, Programs, Legal, Communication)

Assistant Directors (Field Ops, Admin, HR, Payments, IT, Communication, Legal, Research)
-
Officers (Admin, Program, IT)

Executive Assistant
The firm is expected to manage the recruitment process for a large-scale number of candidates, maintaining transparency and efficiency.
Eligibility Criteria for Recruitment Firms
Financial Standing
-
The firm must have a minimum turnover of Rs. 50 million in a financial year (verified by audited financial statements or work orders).
Relevant Experience
-
A minimum of 5 years’ experience in managing recruitment/testing projects.

Must have conducted at least 5 recruitment drives, each involving 1,000+ candidates.

Verifiable documents like contracts, MoUs, or work orders must be attached.
Legal & Technical Compliance
-
Must be registered with applicable tax authorities (NTN, STRN, PNTN).
-
Should not be blacklisted by any public or private organization in the last 2 years.
-
Must have the capacity to conduct tests simultaneously across 10 divisions of Punjab.
-
Cannot participate as a joint venture.

Submission of earnest money worth Rs. 200,000 via Pay Order/CDR/Demand Draft in favor of PEIMA is mandatory.

This EOI is intended for firms offering comprehensive recruitment test services which include:

Advertisement design and publishing

Application collection and verification

Candidate shortlisting

Test design, printing, delivery

Supervised test conduction in multiple districts

Answer checking, result compilation, and submission
Job Location
- All tests must be conducted physically across 10 divisions of Punjab on the same date. Office coordination will be handled from PEIMA Head Office, Lahore.
How to Apply
Firms interested in participating must:

Submit a sealed bid using single-stage, two-envelope method (technical and financial proposals separately).

Send completed proposals to PEIMA’s office no later than 14th August 2025, by 3:00 PM.

Ensure all required documentation and earnest money are included.
-
Technical proposals will be opened the same day at 3:30 PM, in the presence of authorized representatives.

Financial proposals will be opened only for technically qualified bidders on a later date.
FEE SCHEDULE: The financial proposal must mention the fee to be charged from each candidate (including taxes) for the full scope of recruitment tasks.

Proposals lacking required documents or missing deadlines will be rejected.
